State plates

One plate per jurisdiction: the filing office, the local name for the role, who must keep one, its report rule, and how to verify the agent of record yourself. The requirement is national. Everything else is local.

Two plates break the national pattern, and both teach the rule. Pennsylvania runs a registered-office system with commercial office providers (CROPs) rather than named agents. New York designates its Department of State as statutory agent; a private agent there is an extra, not the requirement.
